Bids for the construction of the Project will be received at the Thrasher Water Association office located at 21 CR 1120, Booneville, MS 38829 Thursday, September 19, 2024 at 10:00 A.M. local time. At that time the Bids received will be publicly opened and read aloud.

Registering for a free account at www.mooreengplans.com will enable bidders to view and/or order Contract Documents online. The only requirement for account registration is a valid email address. Questions regarding website registration, online orders and/or electronic bidding shall be directed to Plan House Printing at (662) 407-0193.
Contract Documents are issued to potential bidders from Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804. Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Bids will be accepted only under the name of the Bidder to whom contract documents have been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on the official list of plan holders maintained by Plan House Printing.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material, and/or supply needs. This project is being supported in whole or in part by the American Rescue Plan Act (ARPA), federal award number RWAIG-0590013 awarded to the Thrasher Water Association by the U>S> Department of the Treasury.
Any contract awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the ARPA Rural Water Systems Infrastructure Grant (RWAIG). Neither the State of Mississippi, the Local Governments and Rural Water System Improvement Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with RWAIG Program Regulations.
Pre-bid Conference
A pre-bid conference for the Project will be held on Thursday, September 5, 2024 at 10:00 A.M. local time at Thrasher Water Association, 21 CR 1120, Booneville, MS 38829. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Each Bidder is responsible for inspecting the site and for reading and being thoroughly familiar with. the Contract Documents. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to this Bid. A conditional or qualified Bid will not be accepted. Award will be made to lowest or best responsible, responsive Bidder.

This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufacture products, and construction materials used in this project must be produced in the United States.
The following waivers apply to this Contract:
